The Mexican official explained that foreigners who reside in Chiapas and attend the Zapatistas’ march can only watch and cannot assume "an activist role." He warned that "as long as Mexican laws are respected, Article 33 of the Constitution will not be enforced," and no "expulsions or deportations" will occur.
Preciado acknowledged that since curious foreign tourists as well as pro-Zapatista activists are also expected to attend the march, officials plan to enforce tight security measures. "Probably the number (of people) coming is exaggerated, but unfortunately there is a very large number of tourists – of people from non-governmental organizations, from several groups and associations – and a certain type of tourism is
flocking to Chiapas for this reason," Preciado said.
The immigration chief stressed that the government would act "with an open and relaxed attitude," above all. "At this time we’re designing a policy of goodwill and great openness. We’re even granting visas to people who were expelled from the country," Preciado noted.
